How to implement a beehive-like model for disseminating public resources for adapting buildings to climate change?

Regarding climate change adaptation and mitigation, IPCC researchers point out that solutions do already exist, but political will is lacking. What if policy engineering was key? This is why, beside a personal and associative engagement, I decided to study climate change adaptation of cities in my French Engineering School, and then policy analysis at TU Delft.
